Citizen and service orientation are the guiding ideas of the work of the Administrative Office for Citizens. Our tasks include the following fields:

  • identity cards
  • civil registration supervision
  • registration of vehicles
  • driver`s license

Those services are the most demanded by our citizens.

The main advantage of Mülheim`s administrative office is that all services are provided from one source. This is possible because of a modern electronic data processing. This guarantees an efficient procedure management 29 hours a week.

The Administrative office for Citizens is located downtown on Löhstraße 22 - 26.

Business hours

In the afternoon an appointment is necessary in advance.


Monday 8.00 a.m. - 1.00 p.m. and 2.30 p.m. - 4.00 p.m.
Tuesday 8.00 a.m. - 1.00 p.m. and 2.30 p.m. - 6.00 p.m.
Wednesday 8.00 a.m. - 1.00 p.m.
Thursday 8.00 a.m. - 1.00 p.m. and 2.30 p.m. - 6.00 p.m.
Friday 8.00 a.m. - 12.00 p.m.

SMS-Notification-Service and waiting time

In Mülheim the virtual administrative office gains ground as well. Due to the SMS-Notification-Service you can spend your waiting time where ever you want.


  • License plate reservation
  • Online forms download
  • Processing status of identity cards and passports
  • Appointment service
  • Waiting time viewer

But there is even more. The administrative office issues parking permits for significantly disabled people and sells “leaf disposal sacks”.

The Citizens Consulting Office, the registry office and the CommunicationCenter complement the administrative office for citizens organizationally wise.

First address for ideas and complaints

The “Citizens Consulting Office” is located at the historical town hall. It considers itself as an intermediary between citizenry, administration and politics. The Citizens Consulting Office takes care of all questions and suggestions you might have concerning the administration or politics. We are your first choice in case of suggestions, improvement proposals, ideas and even complaints. All of those we redirect straightforward to the responsible department or the borough mayor. In all cases we guarantee a conclusive answer.

Telephone advice service

Mülheim´s “CommunicationCenter” is more than a call center. It helps you with any questions you might have concerning town administration. Just call 0208/455-0.
